A CAD 14 per panel fee in Alberta and module end of life
The government of Alberta announced an environmental fee of CAD 14 on each new solar panel supplied in the province from October 1, with no retroactive effect on installed panels. According to the government, a typical 20-panel residential system would pay CAD 280, less than 1.5% of installation cost, and the money funds collection, transport and recycling at end of life.
The problem the measure anticipates has been sized elsewhere. IRENA and IEA-PVPS, in the report End-of-Life Management: Solar Photovoltaic Panels, from 2016, projected up to 78 million tonnes of PV waste worldwide by 2050, with recoverable material worth more than USD 15 billion.
The criticism is about calibration, not principle. The Canadian Renewable Energy Association notes the fee is more than five times the highest charge under Alberta's electronics recycling programme. If the cost assumption does not hold, today's buyer pays the difference.
The measure moves to the start of a project a liability that usually shows up thirty years later, and shields the taxpayer from carrying it. What decides the outcome is how closely the charge tracks the real cost of recycling once volumes arrive.
