A post by Ashraf Abdel Haleem, PhD, summarises the Japan chapter of the Hydrogen Council's Global Hydrogen Compass 2026: up to 3 Mt of hydrogen a year by 2030, around 20 Mt by 2050 and a public-private roadmap of about US$38 billion through FY2040.

Those volumes come from an earlier policy decision. CSIRO's HyResource policy profile describes Japan's Basic Hydrogen Strategy, revised in June 2023, with 3 Mt in 2030, 12 Mt in 2040 and 20 Mt in 2050, backed by 15 trillion yen of public and private investment over fifteen years.

What matters to an investor is where the first capital comes from. A fifteen-year programme with a declared state share covers the stage with no contracted demand and funds production, transport and end use before a market exists.

Japan positions itself as a buyer and a technology exporter rather than a low-cost producer. The roadmap's disbursement calendar shows when each link in the chain receives funding.
