Iowa regulates subsurface extraction and Snowfox leases 10,000 acres
Within a single year Iowa went from having no dedicated rules to having a subsurface extraction framework. In that new setting, Snowfox Discovery, backed by bp Ventures and Rio Tinto, has secured more than 10,000 acres of natural hydrogen exploration leases in the state.
The Governor of Iowa signed Senate File 2490 into law on 1 June 2026. It covers oil and gas production, including filing requirements, the authority of the Department of Natural Resources, confidential information, pooling orders, surface damage negotiation and the imposition of a tax. The version passed by the Senate on 16 April set a 6% severance tax on the fair market value of the resource at the wellhead.
A lease is not a discovery and a law is not a well. What changed is the calendar: with permitting and taxation settled, the drilling schedule stops depending on regulatory construction and starts depending on geology and capital.
For the Midwest fertilizer industry, which consumes hydrogen to make ammonia, the practical question is whether the resource exists in commercial volume and purity. Only drilling answers that, and there is now a defined rule on who pays what when it happens.
