ACWA Power said the Neom green hydrogen complex in Saudi Arabia has completed construction and starts commercial operation in 2027, with USD 8.5 billion invested. Air Products is the exclusive offtaker of the plant's renewable ammonia under a 30-year contract and has signed an agreement with Yara to market the volume it does not convert into hydrogen.

The announcement does not say what share of the volume carries a contracted price. In its fiscal 2026 third quarter results, released on 30 July 2026, Air Products recorded about USD 2.9 billion in pre-tax charges for exiting two clean energy projects under construction in the United States and described the Yara agreement as distribution of product not used by the company.

Exclusive purchase for 30 years defines destination, not price. Volume routed to commission based distribution earns revenue that moves with the ammonia market, while project debt carries a fixed service. The difference shows up in debt coverage during the first years.

Neom stands on the share of volume that carries a firm price.
