Clean Hydrogen Monitor 2026 and transposing the targets

A year ago Europe's hydrogen debate turned on targets; now it turns on transposition. Hydrogen Europe has set its H2Talk launching the Clean Hydrogen Monitor 2026 for 14 October, and says several Member States have now written RED III transport targets into national law, giving investment signals above all to refining.

The transposition deadline for Directive (EU) 2023/2413 expired on 21 May 2025. In the infringements package of 29 April 2026 the European Commission referred Greece, Malta and Portugal to the Court of Justice of the EU for incomplete transposition, asking for financial sanctions.

That interval is what stalls projects. More than three years passed between the published directive and an enforceable obligation in the buyer's country, and that is the period a developer finances without revenue. Transposition is not a legal detail: it is the date offtake stops being an intention.

For anyone deciding on an electrolyser, the transposition map says more than the European target, because it shows where an offtake contract already has a legal basis. The 14 October Monitor is that map's update.
