China launches hydrogen pilots in five city clusters

China's Ministry of Industry and Information Technology, Ministry of Finance and National Development and Reform Commission have launched four-year hydrogen pilots in five city clusters. Each can receive up to 1.6 billion yuan from the central government, depending on assessment, according to CGTN.

The previous programme is the benchmark. According to SMM, on 12 May 2026, the five fuel cell vehicle demonstration clusters received about 7.68 billion yuan over four years, close to 90% of the 8.5 billion ceiling. The split was uneven: Shanghai took about 1.22 billion and Guangzhou about 980 million.

Central money arrives as a reward for measured results. Until then, local governments and companies finance the work and absorb the risk of missing targets. The new design widens the scope from vehicles to equipment, industrial projects and refuelling stations.

For suppliers, the rule is clear: money follows proven delivery. The requirement to avoid local protectionism may open room for companies based outside the cluster.
