Law 14,990 and the Brazilian electrolyser: credit of up to R$ 5 billion a year

Evo Hydrogen, in a post by Marcelo Bezerra, says it is developing Brazilian electrolysis, which it calls resonant, with its own modular architecture for industry. The performance is the company's claim; the public policy framework comes from an independent source.

Law No. 14,990 of 27 September 2024, which created the low-carbon hydrogen programme, sets annual tax credit ceilings from R$ 1.7 billion in 2028 to R$ 5 billion in 2032, for sales between 2028 and 2032. Credits are granted through a competitive procedure defined in regulation, judged at a minimum by the lowest credit per unit of product.

Those competing for the credit are qualified hydrogen projects, not equipment manufacturers. The law allows priority for lower emissions intensity and for deepening the domestic supply chain. A Brazilian electrolyser enters that calculation when it helps the producer ask for less credit per unit.

For those developing electrolysis in the country, the relevant buyer is the project that will compete for these credits. Bringing it verifiable performance data is the step within reach now.
